In early November 2000 the ROK Defense Ministry picked the German firm Howaldtswerke-Deutsche Werft AG (HDW) and its Type 214 submarine as the foreign contractor for the next-generation "KSS-II" submarine project to supply three 1,800 ton-class submarines to the Navy by 2009. South Korea selected the German company's Type 214 submarine over the French Scorpene submarine because the Germans offered a better price and parts supply. The South Korean Government had abandoned plans to acquire three Kilo-Class 636 second-hand submarines from Russia, as part-payment for an outstanding loan of $1.75 billion. Valuing the submarines at $1.1 billion after inspection, the Korean team concluded the boats did not meet quality requirements. In late November 2000 the ROK Defense Ministry selected Hyundai Heavy Industries Co. (HHI) for the 1.27 trillion-won ($1.12 billion) project to build submarines with the German firm's technology and design. Hyundai Heavy, a shipbuilding arm of the giant Hyundai Group, outbid rival Daewoo Shipbuilding and Marine Engineering Ltd. to team up with HDW. Hyundai Heavy won the contract as it offered lower prices and was in better financial shape than Daewoo Shipbuilding. Daewoo Shipbuilding had enjoyed a virtual monopoly in the South Korean submarine industry until early 1999, when the Defense Ministry allowed Hyundai to participate in the KSS-II submarine project. By acquiring technology from foreign contractors, the ROK Defense Ministry hopes to design its own submarines by 2010. South Korea is to build up its submarine fleet by increasing the number of vessels and boosting their capability, the defense ministry said Jan. 5. The nation currently has nine ageing 1,295-tonne, 209-Class subs but three 214-Class, 1,800-tonne boats are being built and due for completion by 2008, the ministry said. A ministry spokesman said South Korea was considering long-term plans eventually to replace all its 209-Class German-built subs that were introduced in the 1990s, but gave no details. The Chosun newspaper said the military plans to add six more 214-Class subs by 2020, in addition to the three now under construction. It quoted military sources as saying the six would be commissioned beginning in 2012. â€ÂThe total number of submarines will increase to 18 (by 2020),†a source was quoted as saying. The Chosun daily and Yonhap news agency said the military also plans to spend $3.5 billion to build three 3,500-ton submarines between 2010-2022. The defense ministry spokesman strongly denied a report in the Hankook daily that the military was seeking to develop nuclear-powered submarines. â€ÂWe are studying the concepts of new-generation submarines but nuclear-powered ones are simply not an option,†he said. The 214 class Sohn Won-il was launched from Hyundai Heavy Industries in Ulsan in what experts say is a major step from Korea’s existing subs in terms of operational capability and power. While the sub is not quite up to the level of the large nuclear submarines of China, Russia and the U.S., among diesel and electricity-propelled craft, the Sohn Won-il is as powerful as they come and extends the potential scope of operations for the South Korean Navy to the Philippines and the island of Hainan, China. A nuclear-powered submarine can theoretically stay below the surface for months at a time, but older conventional submarines -- the 209-type, North Korea’s Romio-class submarines, and the Oyashio-class and Harushio class submarines of Japan -- must surface at least once a day to replenish the air supply. When the vessel makes these runs, it is vulnerable to being spotted by aircraft or showing up on enemy radar. But 214 class submarines can go without snorkeling for two or three weeks, thanks to an Air Independent Propulsion System (AIPS) which works, as the name suggests, without air. That is why they are appraised as having six times stronger fighting power than the old 209s. Korea has become the first country to launch an AIPS submarine in Northeast Asia. Japan, a submarine powerhouse, is in the middle of building a 3,000-ton class submarine, the 16SS, which is larger than the 214s and equipped with AIPS. It will be ready by around 2008. Elsewhere, Germany, Sweden, Greece, Italy and Russia either have or are developing AIPS subs. The Shon Won-il accommodates a crew of 40. To operate underwater for a long time, they need to be very patient, staying cooped-up in a confined space 65.3 m long and 6.3 m wide. The 214 comes with a whopping W350 billion (US$350 million) price tag, and the Navy plans to acquire nine of them by around 2020. The launch was attended by President Roh Moo-hyun, Defense Minister Yoon Kwang-ung, Chairman of the Joint Chiefs of Staff Gen. According to a statement from the Defense Acquisition Program Administration on Wednesday and other sources, the Navy and Joint Chiefs of Staff decided to launch three German-made 214-grade submarines by 2010 in the first phase, and start building six more subs starting in 2012, in addition to the nine Korea already has, a decision that reflects their fresh assessment of what will be needed in the mid- to long term. A source confirmed that the total number of submarines is to be upped to around 18. On top of the 214-level subs, it has also recently become clear that the administration and Navy plan to acquire three stronger and bigger 3,000-ton submarines estimated to cost W3.7 trillion between 2010 and 2022. Currently, the Navy has nine German-made Chanbogo class subs (Type 209) and three Dolphin class subs. When the Chanbogo class subs introduced in the 1990s are retired, they will be gradually replaced with the next-generation subs to maintain the total at 18. The 214 class submarines with a 65 m hull and 1,800-ton displacement outstrip the Chanbogo subs, the Navy’s current core subs, in scale and performance. Thus they are capable of two weeks’ continuous operation at sea and are armed with up to 20 torpedoes, anti-ship missiles and mines. When equipped with ship-to-ground cruise missiles, they are capable of attacking strategic targets in both North Korea and neighboring countries. Japan has 16 state-of-the-art submarines including eight 3,000-ton Oyashio class submarines, while China has a fleet of 60 including Han class offensive nuclear-powered submarines. The U.S. has as its mainstay 7,000-ton Los Angeles class submarines propelled by nuclear power, and North Korea has 22 1,700-ton Romio class subs. Quote

The first KSS-III submarine is expected to be handed over to the Republic of Korea Navy (ROKN) by the end of 2020 or early 2021 following at least 24 months of builder sea trials. Construction costs of each sub are estimated at around $ 900 million. “The Dosan Ahn Chang-ho submarine is the Navy’s first mid-class submarine and has been built with a combination of cutting-edge technologies,” the ROK Navy said in a press release. “This is a national strategic weapons system capable of responding to all threats, and it will help strengthen the Navy’s defense capabilities.” As I explained last month: The entire KSS-III class of subs will be produced in three batches. The first batch will include three boats, each fitted with six vertical missile tubes with the first two submarines to be assembled by DSME and the third to be built by South Korean shipbuilder Hyundai Heavy Industries (HHI). The first three boats are expected to be operational by the early 2020s. The next batch of three submarines, also fitted with a six-tube vertical launch system, is slated to be deployed by 2025, while the last three boats, reportedly boasting a displacement of over 3,500 tons and equipped with 10 vertical launch tubes each, will all be delivered to the ROKN by 2029. Each batch will reportedly see a gradual increase in the number of indigenous components used for the various sub-systems of the boats. According to DSME, 76 percent of the submarine’s component parts were made in South Korea. Notably, South Korea’s Hanwha Group is supplying the sub’s combat management system, whereas its weapon handling launch system (WHLS) is being supplied by UK defense contractor Babcock with the Spanish company INDRA selected to provide its electronic defense system (ESM) PEGASO. The KSS-III subs will all be fitted with indigenous sonar systems. Furthermore, KSS-III subs will all be equipped with air-independent propulsion powered by lithium-ion battery technology developed and built by the Hanwha Group. In addition, the boats will also be fitted with the Korean Vertical Launch System for firing land-attack and anti-ship missiles. KSS-III boats will be the first ROKN boats to have the capability to vertically launch ballistic or cruise missiles. The Ministry’s Agency for Defense Development, or ADD, under the wing of the Defense Acquisition Program Administration, has partnered up with South Korean defense contractor LIG Nex1 to design and produce a new submarine-launched ballistic missile (SLBM) for the KSS-III class. The new SLBM will likely be a variant of the Hyunmoo-2B or the Hyunmoo-2A. (KSS-III boats will also have the capability to fire Hyunmoo-3C cruise missiles.) As I reported elsewhere: The Hyunmoo 2A surface-to-surface missile has an estimated range of 300 kilometers, whereas the more advanced Hyunmoo 2B — first test-fired in June 2015 — has an approximate maximum range of 500 kilometers (310 miles) and is capable of carrying a payload of up of up to 997 kilograms (2,200 pounds). The Hyunmoo 3B and 3C surface-to-surface cruise missiles have an estimated range of 1000 and 1,500 kilometers (932 miles) respectively. While Hyunmoo cruise missiles have a higher accuracy, the destructive capability of the ballistic variant is substantially greater. There are scarce additional details about the new SLBM. Among other things, it is unclear when it will be operationally deployed. The new 3,000-ton KSS-III sub is 83.3-meter-long, 9.6-meter-wide, and can accommodate a crew of 50. It is capable of operating underwater without surfacing for up to 20 days. Its maximum underwater speed is estimated at 20 knots (37 kilometers per hour) with a maximum operational range of 10,000 nautical miles (18,520 kilometers). The last sub of the KSS-II class was launched in September 2017. Qui si parla di un programma che è partito dagli anni 90 diviso in 3 fasi. La prima fase vedeva l'acquisizione di 9 KSS-I (ovvero dei 209 Tedeschi), ora in fase di aggiornamento con unità AIP. La seconda fase vedeva l'acquisizione di sempre 9 KSS-II che secondo l'articolo sono una variante dei Type-214, l'ultimo di questi varato a Settembre del 2017. Qui il dilemma, se sono i KSS-II ad essere dei 214 modificati, i KSS-III ovvero quelli dell'articolo e di nuova concezione da cosa sono derivati? Sono sempre dei 214 ma molto più modificati (mentre i KSS-II sarebbero dei 214 "puri")? Comunque la Corea del Sus sembra stia progettando anche un nuovo missile balistico, bisogna vedere da dove lo lanceranno. I KSS-III hanno la capacità di lanciare Cruise, non sembrano avere le dimensioni per gestire degli SLBM (Missili Balistici Lanciati da Sottomarini). Intenderanno fare come gli Israeliani con i loro Dolphin con capacità di lancio missili? Quote

La lungimiranza e attenzione a una acquisizione progressiva del know how da parte dei coreani è davvero encomiabile e penso che presto saranno in grado di competere coi cugini giapponesi... Quote

Quindi era come pensavo ovvero i KSS-II sono dei 214 tedeschi mentre i KSS-III sono frutto del Know-how acquisito con i precedenti e confluiti in uno sviluppo di un battello derivato dal 214 ma di fatto un nuovo progetto. Lungimiranza e capacità di assorbimento del Know-How è una caratteristica comune nei paesi asiatici, hanno metodologie a lento progresso ma inesorabili, alta pianificazione e ottima efficienza in ogni settore delle loro attività, non solo i giapponesi ma anche Coreani e per certi versi anche i Cinesi.
