US Navy awards $5B to finish ballistic missile sub design

PROVIDENCE, R.I. — The U.S. Navy awarded a $5 billion contract to General Dynamics’ Electric Boat on Thursday to finish designing a new class of ballistic-missile submarines so construction can start.

The Navy called the program its top priority because ballistic-missile submarines help deter nuclear war. An Electric Boat official said the award, announced Thursday, keeps the program on track.

The Connecticut-based company is the prime contractor for the Columbia-class ballistic-missile submarine program. It’s designing 12 submarines to replace the current fleet of 14 aging Ohio-class ballistic-missile submarines.

Construction on the Columbia class is expected to begin in fiscal 2021 at Electric Boat’s Rhode Island manufacturing plant and at its headquarters in Groton, Connecticut. Newport News Shipbuilding in Virginia is the subcontractor. The first of the 12 submarines is expected to be delivered to the Navy in fiscal 2028.

The total cost of the shipbuilding program is about $100 billion. Each submarine is being designed to stay in the fleet for 42 years.

Electric Boat received a $76 million contract in late 2008 to start working on a missile compartment that could be used for both the U.S. Navy’s new ballistic-missile submarine and the Royal Navy’s new ballistic-missile submarine, which construction began on last year.
In 2012, it received a five-year, $1.85 billion award to do the research and development for the Ohio-class replacement and to continue developing the common missile compartment.

Immature technologies could endanger Columbia-class schedule, costs, GAO warns

The US Navy’s next generation of ballistic missile submarines could encounter cost overruns and unexpected delays caused by new and under-tested technologies, a Government Accountability Office (GAO) report has warned.

GAO noted that additional development and testing on several Columbia-class submarine technologies were required to demonstrate their maturity.

The systems requiring more testing are critical to the submarines’ performance, including the Integrated Power System, nuclear reactor, common missile compartment, and propulsor and related coordinated stern technologies, according to GAO.

“[As a result], it is unknown at this point whether they will work as expected, be delayed, or cost more than planned. Any unexpected delays could postpone the deployment of the lead submarine past the 2031 deadline,” GAO said.

The navy’s Columbia-class ballistic missile submarines will replace the 14 Ohio-class that currently provide the sea-based leg of the US nuclear triad, slated to begin retiring in 2027. The first Columbia must begin patrols in 2031 to prevent a gap in deterrent capabilities; the class will ultimately carry up to 70 percent of the nation’s strategic nuclear capability. The program is a top Navy priority with an expected cost of $267 billion over its life cycle, including $128 billion to research, develop, and buy 12 submarines.

The navy intends to complete much of the submarine’s overall design prior to starting construction to reduce the risk of cost and schedule growth.

However, the Navy recently awarded a contract for detail design while critical technologies remain unproven—a practice not in line with best practices that has led to cost growth and schedule delays on other programs, according to GAO.

GAO had suggested that Congress consider requiring additional reporting on these technologies but, before this report issued, legislation passed that did so.

https://www.gao.gov/assets/690/689133.pdf

Per dirne una (pagina 24 del report):

Neither the propulsor nor other related components of the coordinated stern have been demonstrated through testing in a near or planned operational system configuration, a key element for achieving TRL 7. Navy officials told us that the propulsor effort is based on prior experience with propulsors and that it will resemble the Virginia-class propulsor design. However, according to Navy documentation, the propulsor will be different in form, fit, and function than prior propulsors, and the final configuration has yet to be selected or tested.
