Si ritiene che tale comportamento sia dovuto al fatto che i russi non fossero a conoscenza di tali manovre ed uno dei loro SSBN si stesse dirigendo verso quella che è stata definita (e non ben identificata) "area launch" per dei test o addirittura un attacco nucleare. La flotta russa si sta quindi dirigendo in direzione nord-ovest per dare supporto all'avanzata del loro SSBN. Ufficialmente non c'è ostilità, le unità aeree e di superficie dovranno quindi prestare la massima attenzione e non ingaggirsi tra di loro.
